From that moment the car cannot legally be driven, taxed, insured or sold on, and you stop being the registered keeper. That is your protection against everything that can otherwise follow a car you thought was gone: parking charge notices, speeding penalties, fly-tipping fines and continuous insurance enforcement letters. ## Who is allowed to issue one Only a SEPA licensed Authorised Treatment Facility can issue a CoD in Scotland. Any fine, charge or offence attached to that registration comes to your address, and you carry the burden of proving the car was gone.
